Isle of Man Licensees Prevent 3,000 Underage Gamblers in 2023

Isle of Man’s Commitment to Responsible Gambling: A Year in Review

In an era where the gambling industry is under increasing scrutiny for its social responsibilities, the Isle of Man Gambling Supervision Commission (GSC) has published a revealing study regarding underage gambling and the efficacy of responsible gambling measures among licensed operators. As the findings from the Online Responsible Gambling Survey Report come to light, it’s clear that the Isle of Man has made significant strides in safeguarding vulnerable populations, particularly underage players.

Blocking Underage Players: A Noteworthy Achievement

The report indicates that in 2023, licensees operating under the Isle of Man jurisdiction effectively blocked a staggering 2,972 underage players from accessing licensed gambling sites. This figure illustrates the active measures being taken to prevent underage gambling, which is critical in maintaining the integrity and ethical standards of the gaming industry.

The primary method for detecting potential underage players is through age consent requests at the point of registration. This process requires users to submit their date of birth before they can access any gambling functionalities, effectively acting as a first line of defense against underage registration.

Operator Confidence in Existing Measures

In a positive sign for the industry, 32 out of the 33 operators surveyed affirmed that their existing monitoring systems are either ‘effective’ or ‘very effective’ in preventing underage gambling. Notably, 79% of respondents reported having no incidents of underage players registering with their services at all throughout the year. This confidence in their operational tools speaks volumes about the steps being taken to protect minors from gambling-related harm.

Moreover, ethical marketing policies are an integral part of the operators’ strategies. The survey revealed that 31 licensees have implemented policies to ensure that their advertising does not inadvertently target underage individuals. This proactive approach is further supported by contractual restrictions with affiliates and third-party marketing providers, demonstrating a comprehensive commitment to responsible gambling practices.

Responsible Gambling Tools: A Necessary Component

While blocking underage players is critical, the GSC’s report emphasizes the necessity of responsible gambling tools to mitigate the risks associated with gambling behaviours. Of the operators surveyed, all have systems in place to promote responsible gambling, such as elective deposit limits (31 operators), spending limits (22 operators), and loss limits (16 operators).

While a total of 67,907 customers reported using these elective controls in 2023, translating to roughly 2.5% of the total player population, the GSC warns that this figure may be understated due to incomplete data from one-third of operators regarding usage statistics. This indicates that actual engagement with responsible gambling tools could be significantly higher than reported.

Self-Exclusion Requests and Response Times

Self-exclusion options are another layer of protection offered to players looking to manage their gambling habits. By the end of December 2023, 21,999 players, representing approximately 0.8% of the market, were on the self-exclusion register. The majority of these requests were processed in a timely manner; however, it was noted that some requests took longer, particularly those submitted via email, which could take up to 12 hours to take effect.

The GSC highlighted that despite the delays in some cases, every operator was capable of processing at least one form of self-exclusion request within six hours. Additionally, 73% of operators reported receiving complaints related to responsible gambling issues, particularly around the areas of self-exclusion and affordability checks.

Regulatory Future: Evolving Standards for Responsible Gambling

Understanding the importance of these findings, the GSC indicated that they may amend their responsible gambling policies in response. The goal is to provide clearer guidance and standards for both licensees and the public on responsible gambling practices. As regulations evolve with emerging trends and technologies, the GSC aims to ensure that licensees fully comprehend their responsibilities and comply proactively.

The GSC has reiterated its commitment to evidence-led interventions. By engaging with operators, consumers, and other stakeholders, the regulator seeks to clarify responsibilities and enhance compliance among operators, ensuring a protective environment for all players, particularly those who are most vulnerable.

Conclusion

The findings from the Isle of Man Gambling Supervision Commission’s recent study represent a critical step towards safeguarding youth and vulnerable players within the gambling sector. By blocking nearly 3,000 underage players and affirmatively implementing responsible gambling tools, the Isle of Man’s operators show a robust commitment to ethical practices in gaming. As the GSC looks to the future, continued efforts to clarify and improve upon regulatory standards will further solidify the region’s reputation as a leader in responsible gambling.
