Pennsylvania Gaming Control Board Takes Action Against Stadium Casino
In a significant move aimed at ensuring compliance with gaming regulations, the Pennsylvania Gaming Control Board (PGCB) has recently approved a consent agreement that imposes a fine of $50,000 on Stadium Casino, the operator of the Live! Casino and Hotel Philadelphia. This action stems from violations that left four individuals on the Board’s Self-Exclusion list with access to gambling facilities, undermining the critical purpose of self-exclusion measures.
Understanding Self-Exclusion Regulations
The PGCB has laid down strict regulations mandating that casinos must identify and refuse gaming privileges to self-excluded patrons. These individuals voluntarily opt-out of all forms of gaming as a way to combat gambling addiction and financial distress. When a casino fails to adhere to such regulations, it not only jeopardizes the well-being of these individuals but also poses a potential risk to the integrity of the gaming environment.
During the latest public meeting, the Office of Enforcement Counsel (OEC) presented the evidence leading to this consent agreement. - Account Duplication: Two individuals created twenty online accounts in contravention of the operator’s terms, which only allow one account per person.
- Identity Theft: Another individual constructed sixteen accounts using the personal identification of others, illicitly withdrawing $11,250.
- Chargebacks: One offender requested and received unauthorized chargebacks totaling $11,125, while another successfully claimed $21,600.

Protecting Minors at Casino Venues
In a separate initiative aimed at safeguarding minors, the PGCB has also acted to ban two adults from all casinos in Pennsylvania for leaving children unattended while they participated in gaming activities. One individual left an 11-year-old child unattended in a car in 80-degree heat for 40 minutes while gambling, while another adult left three minors aged 8, 9, and 13 alone in a hotel room for nearly two hours. Such irresponsible actions led the Board to stress the importance of ensuring that adults remain vigilant and responsible in casino environments.
To further the message of safeguarding children, the PGCB has launched an awareness campaign titled ‘Don’t Gamble with Kids.’ This initiative serves as a reminder that leaving minors unattended in any space, particularly in casinos, is unacceptable.
